What are standards?

In educational terms, standards define the set of skills and knowledge students are expected to have acquired by the time they complete a course, grade, or grade band.

Standards are supposed to refer to learning objectives and only learning objectives. Standards should not mention—or dictate—any specific curriculum, teaching method, or assessment style.
